Just my interpretation, but...What's likeable about Starfire is she behaves how someone in the later part of her teenage years behaves.
We can relate to her, and want to be in a similar state to her.
She acts like it's her first serious relationship when with Dick in the original comics, and in the cartoon even more so. She has gone through bad shit but she became stronger for it, and has a supportive group of friends.
The reason that the arcs where she betrays the Titans in the comics and the "Slutfire, alien pirate queen" (which would normally be a really appealing thing, a space pirate queen) characterization were unappealing is because it represents the loss of innocence, the romance turning sour or pushing away friends. Of letting the fucked up things you overcame make you weaker. We don't want to be reminded of how we've become cynical assholes where we once had an idealization. We don't want a reminder of drug addiction or of being aimless in life or of emotionless sexual encounters. Reality escape wound up becoming a reflection of things we wanted to escape from. Unlike things like Bojack Horseman or Rusty Brown which can reach you on an emotional level, these darker Starfire stories just feel cheap and caustic.

Jason said that her race couldn't remember anything human related. The reason why Starfire asked if Roy wanted to have sex was because Lobdell wanted to portray Starfire as a "powerful and liberated woman" and because he also wanted to set up a threesome between the three characters.

My main problem with current Starfire is that where the old Starfire was brutally honest and guided by her emotions, the current one is pretty closed up and stoic. To be honest, that's actually one of the things I like about Lobdel: he knows when to bail when an idea isn't working out. Like Jason's whole Untitled/All-Caste thing? When he realized people didn't like it, he had Jason break his magic swords fighting Not!Raven and then pretty much say "fuck it" to the whole revenge thing. I think that one of the things that made Tynion's run so much less enjoyable, despite him being a better writer than Lobdell in other aspects, is because Tynion couldn't let go and just kept picking up plot threads nobody cared about.
...That being said, he really shouldn't have pussied out on a threesome potentially blossoming into a full-fledged poly relationship. Especially when the Jason/Roy aspects would have more than placated tumblr, though I'm not sure whether or not that was even his call.
