Because nothing says they're at all interested in each other except the writers' insistence that they are. They make decent friends and superhero/support, but nothing more, and pushing it is a drag on the show. It's one of those times you can really see the dissonance between the story the writers think they're telling and what the actors are actually bringing to life.
