He did have a character, but it needed greater elucidation. He was basically the anti-Hiccup. He was mauled horribly by a dragon and suffered great loss (in the form of his family) at their hands. I know Drago gets ripped on occasionally for his motivation being basically just power, but when you think about it a base desire like that has been the motivation of many leaders throughout history. What compelled Alexander the Great to never lose a single battle and conquer Greece, Persia, Egypt, all the way to India? Power. He believed he was the son of Zeus. He wanted the power to reflect that. Why did Napoleon conquer much of Europe? Power. Why did the Roman Empire conquer the known world? Power! If those people were instead fictional characters in a story, would people criticize them for their seemingly simple motivation? Probably. But the fact is in life our reasons for doing things are very often simple and related to our base desires, we're instinctual like that. So I think villain motivations tied to those base desires, such as power, are not actually bad but are some of the best. Not every villain has to be on some misguided quest or actually be a good guy, that's in some ways sort of a crutch. A villain motivated by a base desire like power is perfectly valid and indeed more common. And if I wanna go full 2deep4u mode, I can say that after Drago saw his village burned by dragons and lost his arm, after feeling completely helpless and powerless, he became obsessed with control and power, he never wanted to feel that helpless again, so the way to do that was to control everything, especially the dragons.
