The whole plot of the second movie was to put the good people of gotham into a position where they could make batman obsolete, and in all the movies it's clear the extent to which bruce is supporting cops, attorneys, judges and legislators to help clean up gotham, not to mention all the other charities and work prjects, like the fact that he's supporting every orphan in the whole city.

Set up carbon collectors to scoop up the excess, and latch onto factories a need to have one. That's not another pump into big government, that's technology built to fix a problem.
Taxes don't make people stop doing things, it just makes their already nickel and dimed lives harder. Saying a carbon tax will make people buy new energy-efficent homes or tech implies they have the money to spend on that shit. It's an entirely regressive tax and latches the poor further into wage slavery.
