With a main character I can personally relate to. Basically someone who has never known any kind of real victory and been cheated out of everything they have worked for. Some one with no close friends or family that they can relate to. The story stories should center around them begrudgingly getting up every morning and going to work then coming home to nothing really except internet pornography and image boards about the hobbies they wanted to make a career out of but failed.
Oh and add in some cool detailed fight scenes and explosions every few episodes.

besides basic art training, you need a simple, basic premise and strong and identifiable characters to carry it.

have a marketing plan outside of the cartton or movie. make the case for toys, games, beanie babies, whatever, as long as you think itll sell. merch earns more money than the actual show, and execs love money.
thats why a lot of shows have "mascot" characters that are easily indentifiable and loved. Pikachu, BMO, and Waddles are all good examples of pet characters that have helped sell shows.
relate to your audience, and make the villains unrelateable, but still human. if your target demographic is children, make the villains adults/teenagers.
for the pitch itself, you should have a pilot acript, concept art, a general direction of the plot, 1-2 storyboarded episodes, and an amimated trailer. the more work you have done the better.
ive worked in cartoons, while good ideas go farther than the shottier ones, there is a sciente to optimize your success.
