I am unsure how bulking works, but you can never go wrong with the Rice and beans combo. Feel free to add meat or make it creamy with heavy cream if you are feeling gutsy.

Some form of grain or pasta with a legume. Decent protein content, cheap, and high in fiber. Just add a meat of your choice and a vegetable/salad and you can clean bulk for cheap.
