The reason why you use Cayenne in alot of dishes is because it activates the spice receptors on your tongue.
This is why every table has salt AND pepper.
You just put enough in the dish to give you the heat but its only a hint and you dont notice it.
So you could say the same thing about black pepper, and complain that people put it in everything. Because you are ignorant as to why they are using it.
They are not trying to make the dish spicy, they are only trying to add a hint of heat to make your tongue detect it and it acts like another color on the pallet.
