Costco has great nuts but the bags are too big. By the time I finish them, they've not so fresh anymore. All the small batch bags I've found have been not so fresh to begin with.

Uh a store that sells by the oz? In my area we have Sprouts and they have nuts and dry goods in giant containers so you just put however much you want into plastic bags.
I see these things in more affluent/nicer parts of town where the markets don't really fear people trying to steal or put their grubby paws into the food.
Winco has nuts in bulk. No guarantee on freshness.
