It's technically not a Shepherd's pie if it's beef. I think that's called a farmer's pie or something.

Which is irrelevant. Shepherds raised sheep for their wool. Eating them would be destroying their own means of production.

The earliest published recipes for "Shepherd's Pie" calls for Beef or whatever other meat could be found. (re: Mrs. Beeton's Book of Household Management from the Victorian period).

The name "Shepherd's" derives from the fact that it was a poor person's dish: you took whatever meat and veg you had and made a pie out of it, not the shepherd-lamb association. That is a modern misunderstanding of the original dish.
