Just put lemon juice on it and let it sit for half an hour if you're too lazy to fry it. The acid will cook it.

Fish is safe to eat raw if it had been kept on ice or immediately frozen from the time or was caught to the time it his your plate. Really beef, pork, and chicken could be eaten raw if they didn't go through packing/processing and were treated more like fish.

Depends on the type if it's tasty though. Pink/Red generally yes. White needs batter and frying or condiments.
