Certainly it is always up to society to adapt and create slang usage.
But for the most part such usage fails.
If we adapt words like stop to mean go?
People's cars will crash at intersections.
There needs to be some meaning and stability to language.
Shit does mean bad but not literally. It is the way you use them and it is important to use them in a way everyone is aware of and agrees upon.
For example "da bomb" meant "it's good" for a short time, but with the influx of terrorism it became important to be able to quickly alert and warn others to the presences of a LITERAL bomb. So the words misuse swiftly fell out of favor.
Again OP can claim his schools institutional food is shit or tastes like shit. But to say or type that it is literal shit is simply wrong and a misuse of language.
What if a worker failed to wash their hands and some fecal matter tainted or contaminated the food? How would you feel when some administrator decided the report that the food was "Literally shit" decided it was slang language and ignored the warning? People might literally die.
