Maybe this is an unpopular opinion, but I don't think there's a line where OTT should "stop" or where it's "too much". Obviously if someone just slaps a load of stuff on their head there's a chance it'll look awful, but I really like a lot of the theatrical OTT coords, and they look especially fun in the setting of a Lolita event/convention.
I know a lot of people dislike things that are too OTT because it's "not a fashion anymore", but it's just a lot of fun and it's obviously separate from what you'd wear on a daily basis.

I think the annoying thing is that there are lolitas that thing OTT means not fashion anymore, as if ignoring the entire idea of couture fashion. Nobody goes to the Met Gala and says "that outfit it is too much, it's too costumey"
So while I hate people who show up to regular meets with capes and wings and shit, I'm down with wearing it to a con, tea party, or big event. Especially since we're supposedly inspired by Rococo era clothing, a period of time where bitches were literally trying to outdo each other all the time, walking around with trees and boats are their heads.
