I suppose you could make your decision base on what colors you wear in your daily life suit your skin tone the best and go from there but ehhhhh, really just cosplay what you like.
Incidentally. Anyone working on any new touhou cosplays? I finished up my Tenshi and I'm moving on to Sendai Hakurei.

A circle pattern cut out of knit fabric would give you a really soft, smooth drape over the wings. Using a stabilizer like Pellon 542 will keep it from stretching while you sew. You'd also have to make sure to get identical types of galaxy-printed and white fabrics so they stretch at the same rate.

As for construction, you might have to cut the fabric panels out and use some tricks like beading or applique to disguise the edges. I'm not a fan of the effect of fabric paint

You gotta try to get better, don't be discouraged! Junko's red bib is quite difficult. You could try bridal satin, which has a decent weight and not too much shine. It is a little more expensive than the usual glossy satin but it should work nicely

Depends what the rest of your cosplay looks like- if it's pretty simple/close to ZUN's design, I'd go cutesy. If you've made it more elaborate and ruffly and/or gothy, I'd do the fireball.

Don't be discouraged, there are lots of nice brocades out there. If you live near a fabric district you'll be able to find a lot more variety than at JoAnn or other chain fabric stores.
