Honestly its subjective and people forget that. One person's toned down coord is another's dressed up Otome. and it doesn't help that these types of coords are then nitpicked and destroyed because they don't fit all the little check marks people deign as 'required'.

Otome is otome. Lolita is lolita. There isn't a line because they aren't related in a linear way.
It's sort of like saying "I'm not sure where the line is between goth and punk style because some people wear this black jacket as punk and others wear it as goth".
Otome is rooted in a feeling; the outfit should have a feminine feel. Otome has 1950s-1970s influence and tends towards being kitschy. Colors are less matchy-matchy and more "close enough". Otome is feminine and retro. Interest is fond in prints, color pops, or other large accent items. Detailing is average size, trim is used sparingly.
Lolita is rooted in a formula of specific blouse shapes and skirt shapes/lengths with petticoats and an emphasis on a silhouette. The primary time period influence is Victorian, colors are strictly matchy-matchy. Lolita uses more accessories and pieces for detail and interest. Details are exaggerated. Trim is used in abundance.
Some lolita prints can be shoe-horned into otome, as can some of the more simple staples like blouses, however they tend to be overly detailed/complex.

one, otome is older than lolita and has even less info transcribed onto the thing called the internet. For reference I was born before the world wide web became a thing, and otome is older than I am. Not surprising if it got left behind and didn't make the leap to the interwebz. Shocking, I know.
and two, the term also refers to a whole genre of video games made for girls (otome games)
