No. Old school-esque designs can be and have been released in more recent years but this is not one of them; it may not be up to par with recent trends but it's still a rather modern design.
The farther you go back the easier it is to find old school pieces and I'd say the most recent they can be are releases from 2006, maybe 2007 or 2008 depending on the design.

This auction was so damn nerve racking! It jumped from 820 yen to 3000 yen in the last five minuets. Thank god I was able to go on a "potty break" to check it. I was able to up my bid just in time! Yeah all except one jsk was 2010 and older. Mostly older IW releases, some AP and Baby. I am in love with the details of older releases like flocky prints, pintucks, lace, bustles, etc.
Pic related is my old school dream dress. Not the oldest, but still, 2007 release. I actually fell in love with the OP but I have a fairly large bust so I dont fit anything without shirring.

To add to that, when it is quite matchy matchy, it's sort of unbalanced in a cute way.
It's sort of like someone put it together like a regular outfit rather than a coordinate, if they didn't have the perfect matching shoes or cardigan, they'd make do with something they already owned.

Well they were known as Pretty then (the 90s tag says PRETTY in a large font if I remember correctly). I've never seen pictures of very early 80s ap but I've seen dirt cheap late 90s ap on auctions. It was black and short and lacey. I think finding early ap would very difficult as they didn't produce a lot. It's something to cop if you stumble upon it, but I wouldn't bother actively searching. Just go for pink house and kaneko isao designs if you want proto lolita. There are loads of ooold pieces floating around on auction since they were popular and have been around longer.
I think meta was quite natural kei when it started (more recently), with long dresses and apron sets and all. I have a set that the seller on yj said was over a decade old. The shipping cost as much as the set.

Well Kaneko Isao was Pink House's lead designer for many years, his brand wonderful world is also worth checking out on auctions for more pink house type stuff. I'll try to find the interview with him from 2003 where he's talking about the style, it had a really big following where girls came to his shows decked out in his designs.
Here's the meta set I bought, it reminds me a bit of those garland sets but rufflier. I think a lot of oldschool country/ floral classic dresses that many brands made would work well for your transitioning taste.

Depends on what you mean by "casual". If you mean in a way that normies wouldn't notice, no. If you mean like, in a normal lolita way, then yes, totally. I often coord my old school pieces in a much more contemporary lolita manner, but another thing is that casual lolita back then was much more casual than it is now, so you can get away with wearing a skirt with a cutsew and boots and it's still "old school". Also depends on how intricate the piece actually is. Is it a lacemonster? Than probably not. If it's just plan velveteen with some cute pintucks or something, then it's super easy to make casual.

I just got this in the mail and it took my breath away, I was worried this wouldn't but a good purchase, but I had no idea it'd be so beautiful in real life, pics just don't do it justice. It's admittedly on the shorter side at around 88cm so I wear a black underskirt and it looks great. The ties in the back are oddly very short to where it's impossible to make a nice looking bow, so I think I'm going to have them removed and make a headpiece with it instead.
