The lolibrary measurements claim it goes up to 95cm but for the life of me I could not get the zipper up, so sadly I can't recommend it.

it may be easier to just give her a gift certificate or something to a seamstress that does custom sizing. there are *some* things you can buy for 50 bucks as a smaller sized lolita but especially if you are at 110 cm waist that's pretty much custom size territory - I'm 90 cm waist and for a lot of items I am pushing it or at/over the max, I spend a lot of time hunting down measurements for things and I find that 90 cm is the max for the majority of things that are plus size friendly. any items that do happen to go up to 110 cm such as fully shirred jsk's like meta's, again you're starting to push it at that point and if she has a 110 cm waist her bust is likely even bigger and fully shirred jsk's are gonna look strange or may be hard to get in and out of.
