Simplest answer, she's not Rei Ayanami but a clone in the same series. She'll never be "Rei Ayanami" as Rei Q is really just Anno's latest attempt to degrade and insult the character. Something like that will never be Rei Ayanami, the insult in itself is never Rei, just a stigma, a bitter remark.

I would go in detail into how this differs from NGE where we have three persons that ARE Rei Ayanami and even talk among themselves about it (not merely are named like that; not that this even applies to Rei Q due to the 'tentative' name bit), but then again there's no reason for me to go into such lenghts as this is obvious enough for anyone who had been paying attention to the show.

I think anti-style is a good way to put it. But like >>2531599 says, she's getting it cut and is not just sporting long feral hair, so some styling is going on even if she's not really keeping it up.
Also It does look similar to Yui's, so I'm guessing the 'style' part comes from Gendo, and the 'anti' part comes from Rei just not keeping it up. In fact little Rei's hair is even more similar to Yui's since it's longer than the older Rei's and it shows her forehead.
So you could say that the younger she was Gendo had more of a say of how she looked, but as she got older more of her personal choices showed through.
But Rei being Rei her's was a very subtle teenage rebellion over very minor details; even shorter hair, not parting it down the middle, even the black socks now that I think about it.
