Firebelly toads work in something that size.
If you want a fishtank something decent will cost you $50-$90 (not counting the animals)
you need a filter, heater, substrate, lighting, decor, water testing kit, and a lot of maintenance (weekly water changes and often water testing) and patience (cycling takes about 2+ months)
But it can look really nice once everything is done, especially if you do something like aquascaping,
A cheaper alternative is an invert, this will cost about $35(withouth the animal but common inverts cost $15-$25) and if want cheap maybe even $15 will get the set up done.
you need substrate, a screen lid, and maybe lighting if you want some, you also need a little hide (cave) and water dish, this is where you can buy them at a petstore or save money because some simple items at home can work perfect,
this set up can keep a tarantula, centipede, scorpion, a vinegaroon like >>2164244 said, and alot of different types of inverts
you could also keep a small snake, most common pet snakes probably need something bigger eventually but you could keep a baby there for 1-2 year I think, They have the same needs as inverts, but they probably need heating
also take food into consideration
fish food is the easiest to keep
inverts need crickets or raoches or worms so you need to visit a petstore once or twice a month unless you grow your own insects
snakes needs rats, basically the same as insects but with rats
you can also keep frogs or lizards but I honestly dont know about them enough to tell you what you need, i think its like 80% the same needs as a snake/invert

this? is a spiderling chaco that was illegally sold to petco since its smaller than a nickel. they are super docile and get huge and awesome. i also have a B."smithi" thats much larger than this one.
