Pretty much every dog on the planet, with the possible exception of a Tibetan mastiff, but only if they have a thick collar or something to protect their throat.
realistically even the smallest dog is still easily capable of killing the toughest moggy you can find
yes cats are tough and have sharp claws, but dogs are far more muscular, have far stronger jaw power and are designed for brute-force direct full-on contact battle whereas cats are extremely lightweight, fight with speed and agility and are more about posturing/standing-off (rather than full on ripping shreds out each other like dogs do)
I love both cats and dogs but, anecdotes aside, its ultimately apples and oranges

Same for my staffie. She used to enjoy chasing cats, then one turned around and briskly boxed her around the face a few times and now she slinks past them with her tail between her legs. There's a stray cat that comes into our house occasionally, and if he starts eating her dinner before she can, the dog just stands there looking appalled, making outraged noises and glancing meaningfully at me and then the cat to see if I'm going to do anything about it. That's her being a gigantic wuss though, she would be physically more than capable of killing one if she wasn't so wet.
