Have a cat. About 11~ years old. Has these bumps along both sides of her on either hip. If you even get close to them or touch around them she meows a little, her backside twitches and she licks herself down her chest.
Any thoughts on what this might be?

Could be a tumor, bruise, cysts or some sort of reaction to something.
Are they symmetrical? When did they develop?

They are symmetrical and she is fat. I can't remember when they appeared though. Perhaps within the past few years? Just noticed them really.

If something is symmetrical, it's usually a natural body structure rather than a growth, etc. You may actually be feeling her pelvic bones, which are located about where I've marked the black dots on pic related. They'll just feel like hard, bony protrusions.
Regarding her reaction, that's actually not uncommon in cats, especially overweight ones. Some will start licking and/or vocalizing almost compulsively when their rump is scratched. That area is very sensitive in cats, but otherwise I have no idea why they do it.
