my outdoor cat came from across the street and noticed he was painting with his mouth open while he was walking. he layed down and I noticed his whole body was shaking at a heartbeat rate. I've looked online but haven't found anything. I've read it COULD be just a hairball.

You live in a fanciful daydream if you truly believe that collar is keeping your cat safe in any capacity. If you actually care about your kitter then you'll bring it indoors where you can actively keep it safe.
