Actually it's a somatic mutation that, like chimeras, happen in the embryo. The skin cells are mutated in early stages of development. This occurrence is random and can not be bred for.

Not quite, because so far it begins when a zoo breeds a white tiger, which are all inbred and come from one common ancestor, to an orange tiger. It's also pretty random when it occurs; not every white to orange will create a golden, and apparently the offspring may not even have the genes. Hence the severe inbreeding so people can get golden tigers.
