Are Foxes generally not supposed to be very aggressive?
I like to go for night walks, Fox jumped out at me and ran within 5 feet of me before it stopped. I'm not sure but I caught it eye to eye and it just hit the breaks at that point.. it clearly wasn't rabid.
I've also seen him go after neighborhood outdoor/feral cats. I didn't think Foxes would go after something that big compared to his size.
I've started calling him Erik.

Foxes that I've had experience with are relatively docile, and only become aggressive when provoked or extremely hungry. I don't have any experience with urban foxes, however, which is what yours is. Foxes are omnivores, so they'll go after any targets of opportunity. If they see a sign of weakness in a cat, they might take the chance to bring it down - think about it, a large animal like a cat could serve as dinner for more than one day, and would be a tempting prize to bring back to the fox's den, if the fox could take it down with little trouble. So if the cat in question seems sick or injured, the fox could very well go for it.

Every fox I've encountered ran the fuck away when I was in college. I am surprised the were not more foxes, as my school was filed with big fat squirrels and rabbits begging to be eaten.

My dad had a pet fox as a pet when he was young. He brought it up from a pup, cub? It was nice to people and would let you pat him and not bite you, but he still very much wanted to hunt and kill . when his sister's cat had kittens under the house, the fox would crawl in the one opening and get the mother cat to chase him, where he would run out from under the house and race around the outside, hoping to be able to get back to the single opening fast enough to snatch a kitten before the mother cat caught up.
