If you know what youre doing they are a very good training tool.
Not for novice pet owners, but a professional trainer or someone working closely with one will get very good results with the use of a mild shock collar. Often they arent even set to shock, just vibrate.

What is your basis for saying this?
Koehler is one of the most known trainers, has trained thousands of dogs, and his methods are proven. Punishment (not blind abuse) tied eith reward is very very efective for all living things. Results are achieved through rewarding good behavior, and introducing consequences for bad ones.
Ie: your dog clearly knows a heel or recall command, but chooses to ignore it. You introducr a consequence. This makes the dog less likely to ignore the commanf in the future: he knows there is a consequence.
It the same concept as touching a hot stove. The outcome is negative, you learn not to repeat that action b/c you did not like the outcome.

"It doesnt work" coming from your mouth sounds more like "i dont approve of it, for emotional reasons so i will spout innacurate information despite years of evidence otherwise". Do you not realize this is standard in hunting dog training?

They're the brotrucks and Monster energy drinks of the animal world. They also appeal to weak women who want a hypermasculine thing that they can "turn good" (with lots of twitter and FB pictures of their pitbull with their mixed baby updates) when they inevitably get blacked by their boyfriends. The other sort who they appeal to are the pitbull experts and master dog behavioralists who adopt 5 from craigslist so they can feel superior by "saving" the dog from the inept Monster energy drink owners.
