Obvious answer: Young seagull. Young gulls are relatively brown compared to adults and it takes most species 3 or 4 years to grow in all their adult feathers and have their beaks, legs, and sometimes eyes change color.
Specific answer?
Probably a Lesser Black-backed Gull. They're super common in northern Europe, it's paler overall than most young gulls, and the shape of the head, bill, and body seem to fit that species better than other gulls. That said, young gulls are really goddamn hard to identify because they all look kind of like that.
