If they are on craigslist, report the shit out of every single exorbitant "rehoming fee" as those are against the rules.
Use local shelters or petfinder.com. Or if you're going to pay out the ass, find a reputable breeder. For just maybe 300 more bucks than that you could get a puppy with a winning pedigree lineage.
But shelters and petfinder.com (which is basically just a service for connecting all the local rescues) is a perfectly great way to get a puppy. Unlike the dogs on Craigslist they will have been looked over and treated by a vet and tested to ensure they're socialized enough. From a shelter there is usually an adoption fee but the largest one I've ever heard of was 200 bucks and considering the dog coming desexed and microchipped and not riddled with disease and who knows what it really isn't a bad deal.
If 200 is too much then don't get a dog, dogs are expensive.

Outside of California it'd be no different except no chihuahuas. Pit bulls are the most evolutionarily successful breed because they're the favorite of stupid poor people who don't spay or neuter their dogs. Breeding dogs responsibly is so slow and expensive that reputable breeders are a statistically insignificant factor in the dog population.
