Almost all public pools offer swimming lessons, usually with some classes set aside specifically for adults who never learned to swim and want to learn now. This also gives you another reason to be at the pool.

I honestly don't think it's creepy to sit on the edge and just chill, no. I've lived around pools and beaches all my life (currently live in Hawaii) and there are tons of people who can't swim but like being around water. The creepy dudes are the guys in full-on hoodies and shit at the beach, talking to kids, etc.
