Ok first some background. So my family is a typical nuclear family in the south. I'm the middle kid of three, older brother, younger sister.
Growing up my brother was defiantly my favorite sibling. After graduating he stayed home and got a job at Walmart(after a year of lazing about). I jumped into college two months after graduating and haven't got a job but have a fiancee of four years(started in highschool) and a really good long distance relationship. My fiancee was my brother's best friend so my family loves him.
Recently my brother met this pair of twins at a LARP session. They live two hours away.
At first it seemed that he was getting his life together: got a car(couldn't afford all of it so my father co-signed it), started seeming more responsible. But then we learned that he was stealing from the family.
He stole all of my little sister's savings($150-middle schooler), all of the physical savings I left at home ($600), and a couple thousand dollars from my grandmaw's savings.

He used this money to visit these girls. He started seeing Twin1 who was already in a realtionship and was perfectly fine with cheating on him. Bro didn't give a shit cuz he got laid(1st time). She broke up with her bf but Bro left her since she was sleeping with every other LARP guy(low standards whore).
After this he still hung around Twin2 who is currently in a relationship also. He also still hangs out with Twin1.
He stole me and my sister's savings to go to some big mall a ways away and splurged on them while my parents went visit relatives out of state.
Recently I'm home from college and he took a week off from work. He then tried to borrow a loan for $1000(only got $300 payday loan). Against better judgement, mom loaned him money also. He then took Twin2 to SixFlags in Georgia(all expenses paid for her).
Now he's expressing a desire to quit his Walmart job(the only job he could get judging by how hard it was for my fiancee to find a job after he quit) even with that debt from the loan looming over him and the bills for his phone and car and insurance in hopes of moving closer to the twins two hours from home.
And through the magic of Facebook we learned that he bought 3 tickets for him, Twin1, and Twin2.
My fiancee and mother are extremely pissed off and my fiancee has been wanting to beat the shit out of him since he stole from me.
I want to beat the shit out of him too but I know he could snap me like a twig.
What should me or my family do about this?

Looking back, my uncle on my mom's side also never moved out. Til he got a wife online. My mom hates her brothers for not being independent so my brother doing this is probably eating her up inside.
Take your mother and go to the police. If he's stealing this bad his ass belongs in jail anyway.

My family's that type of poor that still gets a game console a year old but most of the money goes to the bills. With his car and now the debt he has over him, loosing what little we get of his income would fuck up my parent's credit also messing up my college loan.

Also he owes my mom money and has paid it back little by little so far, but if they kick him out he would never pay it back.
If you want to avoid pressing charges on him then talk to your parents, and get them to agree to stop enabling his ass.
Lock down all ways he stole from everyone, make your mom stops lending him fucking money, and your parents need to keep his car hostage until he starts paying you guys back.
Do you know if the car is in your dad's or brother's name? If in your dad's have him sell it if he refuses to stop acting like an asshole.

If you don't cut him of now he'll only cause more trouble.
He needs a few weeks/months/years on his own before he realises that he actually needs to work to survive.
Hopefully by the time he learns this he will pay you/your family back, if by then he still want to live at your family, let him, but kick him out if he makes the same mistakes.
Maybe give him one last chance, to pay everything back (in parts), but if he misses only one payment, or he takes money again. Kick him out.

So far we did lock up all remaining savings but if we take away his car he'd refuse to go to work and leave us with the car note.
My fiancee worked at the same walmart before living farther away and biked but my brother would just quit and run off.

So, my brother got off of work. We started the intervention about his relationships and plans.
My mom cried, my dad actually participated, my sister went outside to avoid it, my fiancee bared his teeth, and I just tried to get some answers.
My brother confessed that he kissed me in my sleep in high school and it messed with his mental state ever since.
It was super tense up to that point because we all thought he had been raped or something and mild incest is fine compared to that.
So tomorrow he's going with my dad to search for plant jobs, explained that he won't quite until after he has the job secured, setting up a plan to pay us all back since he sincerely wants to do that, and his punishment for all this is a month without his car(bringing out the bike).
