I need to get away from my husband for a while to cooldown. I'm an expat, I have no friends here and the language is difficult to speak. Could I just visit a homeless shelter for this purpose?

Googled for you and there are no safe houses at this hour either. Probably just best to go to a shelter if there is one.
A homeless shelter would be the worst place to go other than the street.
People there have massive problems with things like drugs, depression or family and being amongst these people for extended periods of time really can make you feel bad, unless you are the one helping them, not so much as a peer relationship kinda thing.
Sometimes all 3. It is only good as a last resort.
I recommend staying at a hotel or friends place instead if their are any other options.
