This is gonna sound shitty but you can get rid of some of it by plucking the ingrown hairs out of the bumps with tweezers. Pinch up the skin around it and it won't hurt much. Also keep it very clean and lotioned. In the future I suggest shaving with the grain. Even though it's not as close there will be fewer bumps and also less sand-papery on your partner.

actually, if you break open an aloe cactus and squeeze the goo out onto your razor burn, it should speed along the process a bit. coconut oil might help too.
