Not all apes have large testicles! Gorillas have pretty small ones, proportionally, because they're relatively chaste and faithful (and the males prefer to chase off or defeat their competitors, they don't tolerate other males hanging around trying to impregnate their females) so sperm competition between two gorillas is rare. Chimpanzees are promiscuous and they produce a lot of sperm, necessitating large testicles. Nobody knows exactly why human penises are so large. It might be a sexual display, like a peacock's feathers, since the human penis is more visible since we walk upright.
