Not that guy but its a roll. Like that guy said its basically and arpeggio. Play all the notes in the squiggle on the drop or the beat but arpeggiated. It has to be done usually really fast depending on bpm. Listen to Bachs goldberg varation (the first Aria) and you'll hear the arpeggiated G7 chord shown by the squiggle.

I got my answer from /mu/. This phrase is derived from a similar one that repeats throughout the song where you just pick the 5th string (pic related). It looks like I just strum both notes with my thumb for the OP one.
