It's a sebaceous cyst. Nothing to worry about. It's like an extra annoying ingrown hair.
You can pop them, but if you're going to attempt it you should soak in a hot bath for a good while before attempting it. What's inside is pretty solid and isn't as fluid as what's in a regular pimple.
If that doesn't work you'll have to go to a dermatologist and have them pop it.
They usually go away on their own after a while, but it could be 6 months to a year.
Did you shave your scrotum recently? That's usually what causes them to appear.

without the right tools. You will need sterilized gloves , pincers, cutter and bandaids.
Clean the area and use alcohol to kill the remaining germs.
