They can, but not all of them do. Figruring out which omes to take advice from can be tricky.

On the average, yes. Simply because they have more life experience. But obviously it's a case by case basis. And it also depends a lot on what you want advice for.
I'm an older guy and like to think I give better /adv/ice than most people, just due to my life experience.
They give better advice then their younger selves more often than not. I'd say they tend to give better advice than anyone drastically younger with similar intelligence levels
