The problem is that in your mind, there is a disconnect between the person you know you are and the person you are when around girls.
Something is blocking your expression of self, and it's something from within, and only you can determine what exactly it is.
A common cause of this is shame. Many people secretly feel ashamed to approach women for various reasons, like you're bothering them, or you feel like a dog who just thinks about sex. But there's no reason to feel ashamed (unless your intentions are actually cruel and predatory) because you find them attractive, and you know that you'd make an attractive and caring partner, and maybe meeting them will be good for you both, and if not you'll just go your separate ways with no real harm done.
But it could be any number of things and you need to really examine your own feelings and locate the source of your hesitation. Talking to a professional or someone you trust can be useful for this and fuck anyone who says it's touchy-feely fag business, it's important. Failing that, try meditating in a quiet part of your house where you feel calm, preferably near a window, or outside. Pay attention to your breathing and focus on what's going on in your body when you think about approaching a woman.
