Oh you mean if it's against the law to admit to considering murdering someone? No I'm fairly certain it isn't in most places unless you're actually planning but it's not a good thing. And it may be seen as a death threat which can certainly illegal.
Bad idea if you're looking to not get caught or actually going through with it.
