I'm a woman and myself and all women I know take rape very seriously. I can't imagine any woman I know ever saying something like "a woman can't rape a man".
I feel very strongly it's usually a man-to-man forced projection of hypersexual masculinity. The idea that men always enjoy sex and don't have to consent is a product of patriarchy. We expect men to not be able to feel violated.
This is worse felt by men who were raped or molested because the victim is always painted to be a willing participant. It breaks my heart when you hear of women molesting boys and the attitude generally accepted is that the boy was 'lucky' or wanted it.
Women raping men might not nessicarily physically hurt as much as when a man rapes a women or a man rapes another man, but it's sexist and downright foolish to believe men can't feel violated or hurt by sexual violence from women.
To any men that think they couldn't be raped by a woman, consider this;

The definitions of `man`, `woman`, and `rape` are really up in the air depending on the (sub)culture a person is from. Followers of Dworkin would argue women can't rape men because women are by definition oppressed, and further, all sexual intercourse is rape because men are the oppressing class and as such women cannot engage with men equally. If you replace `men` with `prison guard` and `women` with `prisoner` I think most folks would argue that, at best, it looks bad if a prison guard has sex with a prisoner. For some folks that's the reality they see. Whether they're CORRECT or not is irrelevant, since you're engaging with them on your terms relative to their terms. If they're so far removed from the way you engage with reality that you can't accept their views as valid then sure, it's a red flag for you. Change to understand or move on.

Not entirely sure that's the case in man on woman rape but that certainly seems the most likely in man on man and woman on man (or woman on woman). In man on woman you have studies that show correlations between pornography and sexual violence. They vary between positive or negative correlation but it's influential if studies are to be believed (though sociology as a science does get to be kind of a joke because of the nature of experiments, bias and willingness to publish a meaningful result).
