How long should I wait before being concerned that my parcel hasn't arrived yet?

After 3-4 weeks I would be concerned. After 6 weeks I would assume it's not coming at all.

International shipping can take 2+ weeks. I ordered something from a seller from China once and it took a month for the package to show up. Next time try to find something with tracking. The package possibly has to cover a few boarders and go through customs which slows things down more.

If you feel its taking too long try customer service with the tracker or contact the company you bought it from and hope they have customer service.
