Don't worry, same thing happened to me with a girl I met in college. She clearly rejected me, yet still texts me every 3-4 months telling me how much she loves and misses me
yet that is all I ever hear, even when I reply back she doesn't reply back

So what do you want? We don't know him, so we can't tell you if you are right.
Maybe he wants to get to know you better and build a loving family. Maybe he wants to bang you.
Or maybe he remembered you are good at some skill that he now needs, and wants to save money by asking you for help.

This happened to me a couple years ago. Do you know if he had any other options besides you? It could be that he chose the other person (or just didn't want a relationship with you for whatever reason), but he still wants you there as an ego boost or "just in case".
In my situation, he chose his ex gf over me (understandable, I guess). But he would continue to flirt with me, like my selfies, and try to have conversations with me. I could tell he wasn't over me entirely and probably just enjoyed flirting with someone who wasn't his gf. I haven't talked to him much since he moved, but I wouldn't be surprised to hear from him again if he breaks up with his gf again. I just don't think he knows what he wants, which might be the case in your situation.
