My dad surprised me at Xmas by telling me he was going to buy me a new macbook pro.
I really need a new computer and I was thrilled at this offer. He talked about it for about 3 weeks and wanted to go to the mac store and pick it out when holiday shopping died down.
He stopped by yesterday and gave me a card with $400. I asked about going to pick out a computer and he acted like he had NO IDEA what I was talking about.
Then he said he would buy his girlfriend a new macbook pro and see if she would give me her old computer.

Not in a way that make you sound ungrateful, but In a way that communicates your feelings to your dad.
Be like "hey dad, can I talk with you about something? Why did you decide to get your girlfriend a MacBook pro instead of me after you offered it? I still really appreciate the 400$ and I love you a lot, but it did make me feel like you chose her over me in this situation which hurt my feelings. Is there more to the situation that I don't know about?"
There could have been extenuating circumstances that you don't know about. Like maybe he was going to buy both of you a Mac book pro but he got mugged or his bonus fell through or something and he knew it would be easier to deal with you getting the short end of the stick than his gf.
Whatever the situation is, though, he should be open and willing to talk about it. It is your responsibility to confront him in a way that evokes conversation and not blame/defensiveness.

my dad once cut my brothers and my allowance by 50% for two years, because we decided as a family that our next vacation should be disney world, and that we should all chip in.
