I have a bad habit of picking the skin off my lips, which makes them chapped as hell and whatnot.
I've been doing a good job of getting rid of the habit, but my lips still get this layer of skin over them when I put lip chap on.
Is this normal?

Yeah I do this too actually, just put lip chap continuously then, I had the same issue until I started to put chapstick really often. And maybe try another kind of chapstick, Burt's bee are good

That's what I use but I don't know if that "skin" is just the dried layer of Chapstick or not.

No it's probably skin that was already dry and somehow putting chapstick on made it peel off from your lips. My advice would be to reapply chapstick as soon as it dries out and make it a habit, that's how I dealt with my dried lips

Nah I can go a week without putting on any and it's fine, I doubt there's such a thing as lips getting dependant on chapstick
