If I were to build my own house, with an underground complex that I want to be secret, how do I keep it secret without the builder, or the contractors, knowing what they are building?
Depending on the size of the complex, you either
a) have them build an unfinished basement and do the rest yourself, or
b) you don't keep it a secret.

You'd have to whack the builders, architect, contractors, electricians, receptionist and even likely us for no one to know. Even if you paid everyone off it wouldn't work.
