It all depends on how "smooth" you want it to be, more frames doesnt mean its "better" at all, in fact sometimes using less frames can lead to a better result depending on how you use them, pic related is the animation with the most amount of individual frames I have uploaded and I still think I could done it with less than half of the frames I used and it would looked not much worse at all.
But all in all just do it how you want to do it, its what I do really! never looked at an animation tutorial of any kind, I just do it for fun.

I drew every frame of that animation betwen pauses of runs in SGDQ, its a miracle I even finished it.
Two Fun Facts about it! What originally inspired me to animate that scene was Jargon's huge U shape smile right before she puts Ammy to spin, heck I probably just wanted to see her do that smile in animated form. the spin was a nice bonus.
Second fun fact is that is that I did actually add the blue symbol to Jargon's dress but at some point I asigned the blue color to black by accident so it blended with the dress and noticed after saving every frame, so it was a dumb mistake I could fixed but was too lazy to save every frame again.
