As to whether it'll be "unfnished," who knows? As it's a second pass, it'll likely be "finished enough," but any product, including AAA games, can always be added on to so long as people are still interested. I mean, fans added about 50x more content to Skyrim since its release.
Witch Trainer was obviously released with room for more content, and he said as much at the time, as well as saying that he didn't intend to make anything more of it. If PT Gold comes out and people see room to add more, I'm sure they will, that's not really his problem.

I think DLC is fine so long as the core product has enough value to it. The fact is that on a lot of those games, a $60 price tag wouldn't cover the added content of the DLC, so having that as an optional add-on lets people buy and enjoy the core game for $60, and then get additional content for extra.
Again, I really don't mind that, so long as I feel I get my money's worth out of the core game, and/or feel that the DLC pricing is appropriate to the added content you get, and if I don't, I don't buy it or wait for a sale. If plenty of other people buy it more aggressively than I did, then the market has spoken. If people don't buy the game because the general consensus is that it's not enough, then they'll try better next time. I'd rather have $15 DLC on a $60 game than having an $80 retail price.

We don't know exactly how much content gold will include, but my impression is that he intends to add quite a bit. It sounds like he's adding one or more completely new storylines to the original game. I don't know, I could come back after it's released and go "you know, that was a waste a time," but I don't know enough to say at the moment, and neither do you. The "core game" to PT was relatively simple, that isn't what makes up the bulk of the development time. The time was in art and writing, and from the sounds of it, there could be plenty of that.

No they wouldn't. Nobody calls them "expansion packs" anymore, except maybe Blizzard. Christ, EA used to do the same thing with Battlefield 1942, except they called them "expansion packs" for five maps that nobody ever played.
