I don't know of any way to repopulate entire areas, but if you're willing to risk using the console (there have been reports of games saved after using it failing to load) then you can spawn any robot you want and hack them using

I found some mods on the Nexus that let you build assaultrons. Robot Guardians and Settlers, and Robot Home Defense.
I was kind of hoping you could populate an entire settlement with assaultrons, but all they do is wander around and add to your defense rating.

I can't be certain, but I imagine making them behave like regular settlers would be more complex as it would mean adding new animations to the assaultrons that they don't normally perform and weren't designed to. It's certainly possible but it would probably be more involved if their movements were to stay robotic, rather than just changing to use human animations (which would likely stretch their models in weird ways).

I'm lv 43 but I've been dragging out the story missions, i've mostly been doing side missions with all three factions to get caps and xp, as well as lots of settlements. Currently milking the BoS until i decide to betray them and go railroad.

I got this feelinbg from Fallout 4 that bethesda tried to experiment and release the least buggy game they could, so they scrapped a load of stuff to make it happen and will add it on DLC. In all honesty though, I'm far from the best writer. I find stories start off easy to write and then rapidly become much more difficult as they progress. Take the smut part of this one. Considering the human brain is a network of connections, where connections that get used more frequently become larger and faster the more use they get, it can be inferred that human traits like love or empathy are in fact learned. Whether humans are predisposed to be good at these things, i have no doubt that a machine could be designed to do these things, or better yet, designed to learn and grow. Imagine a machine that can modify and improve its mind in the same manner that a human does.

I would say about 230 pounds. Not that much to be honest. Sure, KLE-0 looks like all metal, but there is a lot of plastic and composite materials there. Besides, if she was too heavy she would never be able to tun as fast as the other assaultrons on the game do without their legs giving out.

The BoS isn't the enclave though, they are just raiders who also happen to be racists. There core guiding principles are "See someone with shiny shit? Take it from them, assure them it's for their own good" The only difference between them and common raiders is that the brotherhood feels the need to justify their theft. Occasionally, they go rogue, and get mixed up in positive public relations missions, but this is usually only due to mismanagement, and those elders who do so are exiled.
The enclave on the other hand, doesn't need to steal shit from people because they know they already have the best stuff out there. You may disagree with their agenda concerning mutants and the future of humanity, but they at least are more than Cosplaying raiders, unlike the BoS.
If the enclave where in Fallout 4, they wouldn't have simply blown up the Institute like the neanderthals in the BoS did. They would have taken over, or relocated the scientists, and put them to work on practical and useful work.
