What's the key to making a comic relief character that doesn't

What's the key to making a comic relief character that doesn't backfire, and turn out to be annoying?

Not using it as a device to stop plot progression. Love comedies using a comic relief character to constantly cockblock the MC should die.

Have the comic relief be dark comic relief. Have the stuff which makes them funny be absolutely dark.
In this day and age we don't laugh at comic relief anymore, we are the suffering generation. We can't laugh unless it is cynical and bitter.

The key word there is "relief". They only come in to help alleviate tension, between serious parts of the story. If you don't give your audience a chance to breathe they get worn out and start to see the action sequences as a chore. The worst thing you can do is make the audience feel your action sequences are tedious rather than exciting, because that completely defeats the whole point of having an action sequence.

So you structure action sequences to last only a few minutes at a time. Have some build up, a tense moment, then a pay off. For action-heavy series you can do several of these broken up by little interjections of other scenes.

But comedic relief is more about the larger pacing of the story than the movement from scene to scene. It's just a similar concept for breaking up action and alleviating tension so the audience can get warmed up for another round of action. Like cuddling after sex.

Also, by allowing them to not be on all the time. The "character" part of a comic relief character should be most important.

Comic relief is just one of many ways romcoms keep the story in limbo. They can just as easily use drama or outside tension to freeze things up if they are progressing too fast.

In those movies you kind of have to embrace it's ridiculousness.
