As for OP question it's mainly:
a) costs
b) anime presents itself as reality following the normal set of physic rules, broken only because of some specific, explained, cause, usually.
So it's used as a different way to depict reality.
So crossing anime over in reality wouldn't work.
Or, to simplify this train of thought, anime characters aren't aware of being an anime, as opposed to cartoons like roger rabbit and WB toons in Space Jam being aware of being part of a different reality, hence allowing the crossover.
I hope I was able to explain myself clearly enough.

Because anime are generally more serious than cartoons and the contrast with the real world wouldn't be as great, unless we count a comedy anime.
