Yeah, Mirai-hen is set after DR2 while Zetsubou-hen is a prequel about how everything went to shit.
Only one episode each is out so far but it seems they're supposed to be watched together since the opening of Zetsubou-hen episode 1 follows up on Mirai-hen episode 1.
