In the beginning, it's hinted that they've both been using each other (Chise needs a place to stay, Elias needs a human subject to observe), but now both of them are developing emotions. Chise didn't have a voice in the beginning because she was enslaved by other people, Elias freed her and is teaching her magic and she's been deciding out of her own free will time and time again to go back to him because he's been good to her. And the series doesn't encourage that behavior because it DOES point out that Chise's dependency could be a problem, which I can definitely see being addressed in the future.
