Manga, no contest. Especially with SJG. It was adapted into about 4-5 OVAs which really don't do the original justice.

The GTO anime on the other hand is actually quite good.

It's main problem was having to create it's own ending due to the manga not being finished, along with cutting a lot of Azusa's character development and cutting Naoko entirely.
